I believe they were quite vocal due to the fact that many who wished for death to be the perfect sentence for the spy did not use the proper tact within their words. Those individuals can choose to maintain that perspective. However, if one perpetrator’s existence becomes a threat to the rest of the population, then they will need to determine whether or not they are willing to risk the safety and lives of others.
Indecision is also a choice. Either way, they will not be able to escape from making a decision.
