It's a dark detective novel revolving around the grotesque and gruesome murders that followed the death of the tycoon Inugami Sahei. It was written in the 50's by Seishi Yokomizo.

people still have hundred of questions when they arrive, specifically about the war they are meant to fight.

I guess isntead of being called " Welcoming Committee" it ought to be called "those guys who will explain what is going on to you", but the name isn't catchy enough.
