[Steve's voice sounds clear and well rehearsed as he speaks into his bracelet, as if he had actually planned the speech before hand to avoid stumbling on his words. Which...he'll never admit to.]
This may sound strange, but I was wondering if anyone is at all skilled in sewing. I have something that needs patching up, but the damage is more than I'm able to fix myself. I would really appreciate it if someone would help me out. I'm willing to pay for the work, of course.
[This is a task he's been putting off, but as things move closer and closer to total warfare, he figures now is as good a time as any to have his uniform patched up.]
...If anyone has any tips on getting out blood stains, that would help a lot as well.

[It does take a couple of hours of scrubbing and using different methods and more scrubbing before Steve is pleased enough with the result to hand his uniform over to someone else. After giving it some time to dry he folds it up and tucks it under his arm. Using the bracelet's map he navigates his way to the building the man had mentioned and goes inside.]

- as he casually works on an ornate crocheted doll, so similar to the dozens of others on display at the stall.
He looks up, puts his feet down, waves.]
Hey. Welcome.

[Steve crosses the threshold, closing the door behind him, and walks up to the table. Taking his uniform out from under his arm, he sets it down on the part of the table not occupied with the young man's feet.]
I'm here about my uniform. I was able to get the stains out pretty well.

action:
[He unfolds his uniform, laying it across the table so he can get a better look. There's a large gash across the red and white stripes, which would cover Steve's stomach were he wearing it. There are multiple tiny tears along the pants of the uniform.]

[More looking at how bad the fraying is, how much work he'll have to do-]
...It's doable. Might want t' put a patch on the back of that big one but it shouldn't really show unless you're really lookin' closely: I can get an exact match on the colours 'n materials. Drawing life 'n all.

Great. Do whatever you think is best. [He knows it won't be perfect, that's not what he's looking for. Right now he'd settle on wearable.]
How much do you think it'll cost to fix?

[He grabs a notebook, scribbles a couple of figures, curses his bad mathematical abilities, and eventually quotes a figure that's fairly cheap as these things go.]
