Districts are different areas where people live. I guess you could think of each as a different city that has a specialty they must carry out with the resources around them. Those resources are sent back to the capitol, and hardly anything is given for all the hard work they do.

The districts are sectioned off into twelve districts in this order:

District 1 is luxury, District 2 is masonry, District 3 is technology, District 4 is fishing, District 5 is power, District 6 is transportation, District 7 is lumber, District 8 is textiles, District 9 is grain, District 10 is livestock, District 11 is agriculture, and District 12 is mining.

[He he pauses for a while and then chuckles as he continues.]

The districts here are a lot nicer. They are different yes, but at least people have adequate food, shelter and housing here. They don't have to work as hard and the gods provide them with the things they need. The person that makes sure that the districts do their work in Panem is the president of the capitol. The capitol is a rich city of entitled people who don't have to do the labor the people in the districts do.

The one who holds this system together is a man named President Snow. He's the worst sort of man you'll ever meet. I only hope he never shows up here. He's the one that keeps the districts "in line" so to speak. If you don't do your bit, then you don't get the little grain you do get.

But, it's hardly enough to feed a family. It's almost not enough for one person. There is a way to get more grain though, but that way almost always leads to your death. Unless you're lucky of course.
