There are. They're just very rare and sometimes they aren't all that reliable.

Sometimes they aren't always right. Or sometimes they aren't very clear. Sometimes they aren't right in the head so they get confused or mistaken.

There are some spirits that anyone can see, but they don't show themselves very often. Elves have really close relationships with them.
