Carrying one set of the maximum doses is a good call for field work, but no more than that in case the temptation exists to overuse it.

Yes; I would generally suggest not using them at all outside of emergencies, because there is such a risk, but only keeping the maximum safe number at a time is safe enough.

They're the sort of thing that should only be used for serious anemia or blood loss from a wound. This isn't like a standard poultice.

Primarily, I expect Damage Drainers to use it. We can absorb blood loss but it cannot be healed, and so it is incredibly dangerous.

[Particularly if they're draining several people over time in a battle. It's cumulative and can easily put a Damage Drainer out of commission very quickly.]
