There's been attempts, but they don't have any real authority. The natives who came back to their senses were all the children and grandchildren of those who actually ran this place, and their memories are so shot to hell that really organizing will take time. They'll probably do that after the apocalypse is done... if they're alive.
For now? Mob justice and vigilantes seem to be the order of the day if a person goes too far in others' minds. Most of what you might call petty crimes aren't even looked at other than theft. There's the forensics group. You're talking to their head, Kate. They try to investigate, but without a prison or a way ot punish, it's... iffy at best.

[ If Johannes appreciated things, he would appreciate the thoroughness of Sam's answer. As it stands, it simply becomes obvious that he knew the answer to this question before he bothered asking it. ]
Any traveler-organized group suffers from the same problem that the natives do. Structure disintegrates almost immediately given the rate at which people come and go from the realm.
