[When Yuri appears on the network, it's clear that he's not in one of the Welcome Halls, but in an establishment of some kind, perhaps a café. It is, in fact, the Hrafn Tea Room in Odin District, where he is currently working as a manager. He felt it was necessary for him to earn money as soon as possible to purchase the cosmetics with which he covers his disfiguring facial scar. That scar is hidden now, and Yuri is seated at a table, enjoying a pot of tea. Tea that's far better than the lackluster bagged variety available in the Welcome Halls.

After his discussion with Edgeworth, he's been thinking a great deal about Asgard's regrettable lack of a legal system, and doing research in the library when not at work or engaged in rigorous physical training. One might wonder if Judge Petrov ever sleeps, and the answer is: not often.]

Hello. [A small smile.] I'd like to consult and appeal to the populace as a whole regarding a plan that a colleague and I have begun work on. As this city has no native law enforcement or legal system, we'd like to put one in place, to protect both the people and their property. At the moment, there are relatively few of us, and the natives are shadowy and dim, but that is likely to change in the future.

[He'd prefer a more drastic course of action against those who do evil, but he's used to playing the role of the temperate, mannerly judge, and he does so effortlessly. It would be so much better to wipe out, to burn clean, all those who pose a threat to others, but that is hardly feasible now, when his power has been stripped from him.]

To do that, I'd like to appeal to all of you who have experience in any aspect of law enforcement, the legal system, or even the military, to join in our cause for the safety and well-being of Travelers and natives both, to develop laws and enforce them. In my home world, I am a judge, and this is a matter with which I have a great deal of experience.

Not that I wish to be exclusionary, for everyone with an interest in justice and the rights of others should be involved. A good justice system serves its people, all its people, and we would welcome any input or questions.

Ne, I think talking to people's a really good idea, but if the law's going to represent all of us, we need the people without legal experience too, I think ...

I suppose not. [He smiles, as young people concerned with justice are always a good thing to see.] And how have you been settling in, Conan?

That's true, and I'll be glad to use my expertise to help others. I can't yet say how it will be organized, but a committee of those with relevant experience would be useful, so we can combine our knowledge and compare our experiences.

I'm settling in very well, I think! I'm making lots of friends and I'm delivering mail too!

I know one Oneechan who was part of a special police force! Let me know if she doesn't reply to you here -- I'll make sure she knows!

I'm glad to hear it. Is there much mail to deliver here? I've been employed at this Tea Room, myself.

Do you mean Ms. Nezume? I'm acquainted with her as well. I'd appreciate that. I'm sure her input could be invaluable.

There's enough that the Post Office in Hel didn't say no to an extra -- although I only get one satchel of mail to deliver every day ... I might be on appraisal!

[He gestures to his surroundings.] The Hrafn Tea Room. I came here looking for tea and struck up an acquaintanceship with the owner.

We're very much in need of a police force. There are least a few people here with apparent criminal intentions. Deterring crime is my first priority.

Ah, and that's how you came to work there? I wondered -- it's an odd job for a Judge!

I'm something of a connoisseur of teas, and he was impressed enough by my knowledge to offer me a job as a manager here. The natives of our respective districts are extremely generous and friendly toward us, I've noticed. It's perhaps an unlikely occupation for someone with my experience, but as there is no legal profession here, it will do for the time being. [He won't say no to the access to tea, his one indulgence.]

Yes, one person announced that his gang intended to "own the city", as he put it, and most criminals aren't so open about their intentions.

Ah, you think so too? I wondered if maybe the post office people were just indulging me ... Still, it's lucky you can use your hobby to your advantage here!

That's -- pretty direct.

I've asked questions throughout the city, and the residents of Odin District were far more accommodating than those in other districts. They regularly offer me samples and discounts and seem very eager to please.

I have been enjoying my job so far, so I do feel fortunate.

[Yuri nods.] I've encountered equally direct criminals in the past. Criminal organizations often use such intimidation tactics. [He frowns. Organized crime is not one of his favorite things, to say the least.] In any population, crime is inevitable. I don't doubt that there will be those who will want more money but won't want to work for it, so will seek other means of obtaining it. Added to that is the fact that everyone here has a power of some kind, which could make things quite dangerous.

You're not the only one to notice that! I heard someone else saying the same thing just yesterday.

[Conan nods thoughtfully thinking about his experiences of crime in Japan.] Most of Uncle's cases have been murders and those were citizens without previous convictions taking extreme measures ... Organised crime ... [There's only the Organisation. Conan's very aware that he doesn't know nearly enough about the Organisation.]

Ne, you know I'm living in Hel? Did you hear about our snowman?

It may well be a citywide phenomenon.

In my home city, there is no shortage of career criminals. I'm quite familiar with organized crime, unfortunately. [He knows Ouroboros still poses a threat to Sternbild.]

No, what was Hel's snowman like?

[Career criminals -- that's the thing, isn't it? Most of my cases have involved amateurs ...]

Well, she was sad and cried a lot. And then she gave me a knife.

So she handed out weapons to anyone who passed her test? [He nods, thoughtful. He was already rather sure that the gods didn't have any interest in ensuring that this was a peaceful society. While weapons aren't inherently negative, as they can be used for self-defense, weapons in the wrong hands can cause a great deal of harm.]

I don't believe the gods care whether our experiences here are positive or negative, as long as we experience emotion.

[Conan's relieved -- it didn't take Yuri long at all to see that -- or the implications it has for the roles the gods want them to play.]

The stronger the emotion the better?

I believe so, yes. The letter we received mentioned both laughter and tears.

So if we were to fight and suffer, that would serve them as well. [He doesn't like that idea at all.]

Ne ... I thought the division and the districts each having a colour reminded me of something -- and then I remembered sport's day at my school! They split us up into groups, and each group has a different colour -- it's supposed to build team spirit, or something!
