"What are the limitations" is a little broad. Let's just say that if they brought it rather than copied it they're probably out of commission for awhile. Copying... that's only a matter of knowing what you're doing, for a god or giant.
And we aren't sure who did it yet. The assumption is the big dumb ass up north.
Anything that isn't in some way "alive" can't be brought. Anything can be copied if you have power enough. This mess would have taken a ridiculous amount of power. They either had help or used someone else.
There are three giant rulers and countless creatures that have allied with them. If Surt is the perpetrator, he could have asked any of the others.
...Now that I think of it, it's my own twin who is most adept at creation, between the three of them. But it seems odd to unleash it so close to his own place.
Not anymore. There's only two sides in this. The ones who want the world to start over and the ones who don't. Previous differences are less important than this. You're either with us, against us, or not fighting at all.
The dwarves and the sea people won't lose anything whether Ragnarok happens or not, but they'll lose people if they fight. The elves would die, and that's why they're here now. The gods of Vanaheim will die, and thus they are our allies. The giants are all meant to die, but it's they who will reshape the world how they like in the favor of their survivors.
