There has to be a force to quell these ... issues before they grow too large and the mindset of the people are only on blood rather than reason. If he is building an army, perhaps, it could be used to also be where those who have grievances can report to them.

I cannot say that it will be perfect, but we cannot make war with ourselves and whatever enemy is coming.

There is also another group you might be interested in - they are planning to make a court system. Would you have that in your world?

Last I checked, he is still recruiting members and received a good deal in terms of response - though I am not aware if he talked to the group about the court and how to place laws here. If I ever do encounter him again, I shall ask.
