I've already seen at least one person openly expressing their intention to perform criminal acts, and I'm sure most with such intentions wouldn't be so blatant. [He has his problems with the justice system back home, but at least there is one there. With absolutely no system in place, it's possible the city will tumble into anarchy. He can't allow that to happen.]

I had considered that possibility as well. Clearly, something must be done.
